Public training sessions will be offered but custom sessions, tailored to specific products, modes of transport organizations can be provided. The basics of the process are; (1) conduct a situation analysis (gather the facts and develop prioritized response objectives) (2) select response strategies and tactics appropriate for the response objectives (3) implement the selected strategies and tactics (4) monitor the situation / collect feedback on the effectiveness of the response by conducting another situation analysis - and the process goes on until the response objectives have been met. I just completed a draft of a DA2ER chart, the purpose of which is to help protect critical municipal infrastructure during an emergency incident. It still has some rough edges but it looks like the process will work quite effectively. If you have any thoughts on the subject I would appreciate your sharing them. On site responders, offsite support personnel and senior management may all view and contribute to the response (as appropriate) in real time. I have provided training in a classroom setting for organizations such as the chemical industry Transportation Emergency Assistance Program (TEAP) Technical Advisors course, to the Canada Coast Guard Marine Emergency Management course, to Imperial Oil Limited and Exxon Chemical emergency response and crisis management teams and to college emergency management students. <br />

Classroom training usually consists of providing an overview of the process as outlined on the DA2ER chart, explaining each part of the process in detail and then providing students with an emergency scenario for which they are expected to conduct a situation analysis using the DA2ER process. The learning process is usually enhanced by organizing students into small groups to complete the situation analysis and having each group present its findings to the class for discussion. <br />

I have personally used the DA2ER process as Incident Commander of a national emergency team and a crisis management team member. I am considering involving an associate who has extensive experience as a response team leader to truck, rail and marine oil and hazardous materials incidents in the on line training. <br />

The checklists for conducting a situation analysis and the response and restoration strategies are most certainly hazardous material specific but the process inherent in DA2ER has broad application. I was recently asked if DA2ER could be applied to a different (non hazmat) type of response and after giving it some thought, I most certainly believe it can be tailored to support any type of response. The concept of conducting a situation analysis, developing prioritized objectives, selecting response strategies and tactics, implementing a response, evaluating its effectiveness and continuing the process until the incident has been resolved are universal. The DA2ER chart can theoretically be modified to provide incident specific checklists for any type of incident. The Disciplined Approach to Emergency Response (DA) chart (an older version) is included as a resource in the CSA Z731 Emergency Preparedness and Response standard. The CSA Z1600 technical committee, of which I am a member, is currently evaluating the future of the Z731 standard, since the more comprehensive Z1600 standard has been issued. Should Z731 be upgraded and reissued to complement Z1600 or incorporated into Z1600? Following the course I developed a flowchart to help our response teams work with First Responders to manage responses to dangerous goods / hazardous materials emergencies. The flowchart, titled "A Disciplined Approach to Emergency Response" was based on concepts presented during the course but was modified and upgraded to help Canadian oil and chemical industry emergency response teams and First Responders more effectively handle transportation emergencies for all shipping modes.<br />

That chart was shared with oil and chemical industry emergency response committees and with their help numerous upgrades and modifications have been made over the past thirty years. The chart is actively used in Canada, by some Exxon Mobile affiliates and it has been translated and is used in several countries throughout the world.<br />
<br />
Although there are numerous versions of the chart in circulation there is no longer any coordination of upgrades among the various users. I previously provided that coordination and arranged centralized printing of the charts when working as an emergency response advisor for the chemical and oil divisions of Imperial Oil.<br />
<br />
To help promote use of the Disciplined Approach to Emergency Response, to facilitate sharing recommended upgrades and sharing of resource material among the various users of the chart, I created a web site, this blog and some other resource materials.
